Dental consultations during prenatal care are an integral part of the work of the health teams of the Unified Health System. So, with the institution of the Meu Bem Querer Program, it became possible to provide all pregnant women with access to dental consultations when they started the prenatal. In the course of the implementation of this program until the present day, absences of pregnant women in these consultations have been identified. The objective of this study was to develop and validate an instrument to identify difficulties in accessing dental care by pregnant women in Primary Health Care in the city of Ribeirão Preto/SP. This is a methodological development validation study with a quantitative approach. For this, a questionnaire with twelve questions was elaborated, which was validated by twelve doctor dentists judges. All questions were analyzed in terms of relevance, clarity, relevance and format, and as a general result, a Content Validity Index of 98.11% of agreement was obtained between the judges. This instrument constitutes an important resource to identify difficulties in accessing dental care, and makes it possible to support management and care strategies with a view to expanding access of pregnant women to dental care.
